IPS Innovative Prison Systems is a boutique research and consulting firm specialised in the field of justice, penitentiary services, community sanctions and measures, juvenile justice, and law enforcement.
Participating in pioneering innovative projects since the early 2000s
Our team has been growing its know-how and intervention since the early 2000’s, having started in Portugal, where we worked for several years with the Ministry of Justice on a project aimed at improving the corporate culture of prison systems through the implementation of several sub-projects (balanced scorecard implementation, CAF, staff training programmes, educational solutions for inmates and communities of practice implementation).
In Romania, we have been partners to the first strategic project financed by the EU aimed at increasing inmates’ chances of reintegration, through entailing a set of significant changes in prisons’ management. Under the purview of this project, we were responsible for the training of more than 1000 prison professionals using different learning methods and technologies.
IPS has established partnerships and developed innovative interventions with prison administration in different countries in Europe and Latin America, namely Argentina, Belgium, Germany, Guatemala, Lithuania, Luxembourg, Moldova, Norway, Portugal, Romania, Slovenia, Spain, Turkey, and the United Kingdom.

In 2014, together with Beira Interior University, we have launched BSAFE LAB – Law Enforcement, Justice and Public Safety Research and Technology Transfer Laboratory. It consists in an open interdisciplinary research unit aiming to foster and develop the generation of knowledge and new technology transfer in the fields of law enforcement, justice and public safety in scientific areas ranging from arts and humanities to law, including engineering, IT, social, behavioural sciences, education and other.

To promote the excellence and cost-effectiveness of justice and correctional systems by providing state-of-the-art policy advice, services and products, through collaborative action and knowledge transfer, in areas such as strategy, management, assessment, operations, ICT, health, staff training, learning and rehabilitation.
