Approaching criminal justice reform in a multidisciplinary way

Altogether, our collaborative approach promotes intense transnational R&D cooperation, training, and the development and exchange of innovative practices between LEAs, public administrations, and private firms in the criminal justice sector.

Embracing criminal justice challenges nationally and across borders
We contribute to the modernisation and digitisation of the Correctional sector: First, by promoting the adoption of best practices and evidence-based approaches; Secondly, by supporting the implementation of modern organisational structures and systems and the qualification of staff .
We aim to better coordinate between Member States, EU institutions and agencies to foster international judicial cooperation. In this regard, we work to contribute to a more balanced approach on the application of preventive measures and the respect for the fundamental rights of persons detained.
We are involved in several international projects in radicalisation prevention in prisons and probation settings, aimed at developing, testing and mainstreaming new screening and assessment instruments, management and staff training contents, technical interventions, and policy recommendations.
Researching and developing new resources and models to create international training programmes are core elements of our work. We create b-Learning courses to prepare corrections professionals — and academics, researchers, local, regional, and governmental actors — to deal with work challenges. We also build training programmes for inmates, addressing vocational education, digital literacy, basic skills and key competencies, emotional intelligence and self-regulation, sexual education, and more.
We work with an experts’ network to approach radicalisation disengagement, and reintegration strategies focused on the Balkans. The joint effort of researchers, prison and probation staff, law enforcement agents, judicial practitioners, and public officials aims to enhance the awareness of radicalisation prevention initiatives and identify trends of extremism — and its manifestations — in this region.
We have implemented programmes for inmates and correctional officers and staff in different countries and continents. These initiatives contributed to raising awareness of mental health, the importance of providing staff with professional development opportunities and the important role of leadership development.
Our team leads country-specific projects, assisting government departments in developing and implementing correctional policies and practices. In this regard, we:
- Have developed a framework to enhance the Bahamas’ correctional system;
- Have supported the implementation of 3 public-private partnership projects in Brazil;
- Are currently working on a model to strengthen the Probation services in Guyana;
- Have designed and supported digital transformation initiatives in several states;
- Have advised on the adoption of technology solutions;
- Have designed policy recommendations on the reduction of pre-trial detention and the improvement of detention conditions;
- Provided technical assistance to International Multilateral Organisations in the region.

Strengthening Transparency through
Police Bodycam Procurement Support
IPS supported a multilateral organisation and a national government in assessing the procurement of body-worn cameras to strengthen transparency and accountability in policing.
IPS experts analysed tender specifications, international best practices, and data-protection requirements to ensure a fair, transparent, and human-rights-compliant acquisition process. The engagement improved governance standards, chain-of-custody integrity, and the operational accountability of police services.
Evaluating Electronic Monitoring Systems
for Probation and Parole
IPS advised a Latin American government and a multilateral partner on the acquisition of an electronic monitoring system for individuals under probation and parole supervision.
Our team reviewed legal frameworks, interoperability standards, and technology performance indicators to help the authorities define functional and ethical requirements. The process ensured a fair vendor selection and the adoption of evidence-based community supervision technologies.
Implementing an Offender Management System
for Juvenile Justice
IPS guided a government in deploying a digital case-management system tailored to juvenile justice.
The project involved process mapping, integration of RNR-based assessment tools, and professional training to strengthen case planning and monitoring. The new system supports rehabilitation and reintegration through child-centred, data-informed approaches.
Deploying a National Offender Management System
for Correctional Services
IPS supported a national corrections administration in implementing a fully integrated digital Offender Management System.
Our work covered technical configuration, process redesign, and capacity-building. The solution modernised the management of prisons, jails, and probation, improving efficiency, interoperability, and accountability across the entire correctional chain.
Designing a Digital and Data Strategy
for Criminal Justice Systems
IPS developed a comprehensive digital and data strategy for a national justice ministry to drive digital transformation and evidence-based policymaking.
The strategy introduced governance frameworks, data interoperability standards, and advanced analytics tools, enabling better coordination among justice institutions and the responsible use of digital technologies for decision-support.
Introducing the Risk-Need-Responsivity (RNR) Model
in Juvenile and Adult Systems
IPS helped a government align its rehabilitation programs with the RNR framework across both juvenile and adult correctional services.
The initiative included the selection and adaptation of validated instruments, professional training, and the design of case-management protocols. The RNR-based system supports individualized interventions and measurable reductions in recidivism.
Developing National Inmate and
Prison Classification Systems with the UN
IPS, in partnership with a United Nations agency, created standardized inmate and prison security classification systems.
The work defined assessment criteria, institutional profiles, and decision-support tools for risk and security management. Training and policy guidance ensured consistent, fair, and transparent prisoner placement across all facilities.
Defining Digital Strategies with a
Multilateral Development Bank
IPS collaborated with a multilateral development bank to support several countries in shaping their national digital justice strategies.
These strategies covered interoperability, cybersecurity, and responsible AI integration. IPS’s support laid the groundwork for transparent, efficient, and connected criminal justice ecosystems across different regions.
Countering Organised Crime through
Risk and Treatment Strategies
IPS designed and implemented integrated programs to manage and rehabilitate organised-crime-linked offenders in a South American country.
The initiative combined behavioural assessment tools, dynamic security frameworks, and targeted treatment pathways. It strengthened institutional intelligence capabilities and reduced violence and recidivism risks within facilities.
Building Modern Training Models
for Correctional Staff and Wardens
IPS created competency-based training frameworks for wardens and correctional officers in multiple jurisdictions across Europe and Latin America.
The programs integrated leadership, ethics, and dynamic security principles, blending classroom and digital learning. This comprehensive model promotes professionalisation and organisational culture change within correctional services.
Supporting Public-Private Partnership (PPP)
Models in Corrections
IPS advised governments on developing PPP frameworks for correctional facilities and service delivery.
Our consultancy defined performance-based contracts, oversight mechanisms, and human-rights safeguards. These frameworks enable transparent cooperation between the public and private sectors in managing prisons and reintegration services.
Designing National Penitentiary Policies
in Central and South America
IPS contributed to the formulation of national penitentiary policies in several Latin American countries.
