Carlos is a seasoned professional with over two decades of experience leading business process reengineering and IT-driven transformation initiatives. Throughout his career, he has specialized in analyzing, redesigning, and optimizing organizational processes—often in the context of complex IT change programs across the public and private sectors, including government, banking, and insurance.
His international portfolio includes key roles in Angola, partnering with the Ministry of Transportation and Banco de Poupança e Crédito, where he focused on streamlining operational processes and gathering IT system requirements to support digital modernization; and Romania engaging with the Ministry of Justice and the National Penitentiary Administration, leading process improvement assessments using the Common Assessment Framework (CAF), a European model for quality management in public administration, among other.
Over time, Carlos has increasingly specialized in IT projects, contributing his expertise as a Business Analyst across various digital transformation efforts. He holds certifications as a Scrum Master and Scrum Product Owner and is currently developing his career further as an Agile Business Analyst.
Carlos holds a degree in Thermal Mechanical Engineering and currently serves as Business and Project Development Manager at IPS, where he supports the evolution and implementation of the HORUS 360 iOMS offender management system.
