This year’s ICPA’s Corrections Technology Conference (CTC) brought together 330 experts in the criminal justice field from 50 countries in Bangkok, Thailand, under the theme “The Smart Prison: Unraveling the Meaning of SMART in the Context of Prison and Probation Services”. IPS_Innovative Prison Systems was proud to be part of this transformative event, showcasing its HORUS 360 iOMS - Intelligent Offender Management System.

Over three impactful days, the CTC 2025 conference featured a distinguished lineup of policy makers, academics, researchers, technology leaders, and criminal justice professionals from both public and private sectors, and facilitated groundbreaking discussions, inspiring presentations, and meaningful collaborations aimed at shaping the future of corrections. Experts discussed a wide range of topics, from digital rehabilitation solutions and advanced security systems to the true definition of a “smart prison.” 

Discussing the concept ofSmart Prison 

The topic of smart prisons was explored through four roundtable discussions, covering a range of critical aspects. One discussion provided insights from the Zurich Smart Prison Project, focusing on its planning and implementation, while another examined the concept of “smart” in the context of prison and probation projects. 

Strategies for public-private collaboration in smart prison development were also addressed, highlighting the importance of cooperation across disciplines such as architecture, IT, and operational technology. The discussions also explored how public-private sector collaboration can contribute to innovative technologies that enhance both safety and user-friendliness.

Pedro das Neves, CEO of IPS and a member of the ICPA Board, joined fellow board members Peter Severin, Steven Van De Steene, and Kathleen Van De Vijver in an insightful meeting with the Thai correctional authorities to discuss the concept and practical implications of “smart prisons” and how technology can reshape the future of corrections.
Exploring the future of AI in corrections 

Artificial Intelligence (AI) was a major topic of discussion at the event, with dedicated sessions focusing on its impact on corrections. One session explored Smart Prisons in Nordic Countries, where experts from Finland and Sweden presented their innovative prison systems and discussed the Council of Europe’s latest AI guidelines for corrections.  

There were discussions about the future of personal AI in corrections, examining how AI-powered personal assistants could revolutionise offender management and rehabilitation. These discussions highlighted both the opportunities and challenges posed by AI in corrections, particularly in areas such as risk assessment, rehabilitation support, and security enhancement.

IPS, through its CEO, Pedro das Neves, was honoured to participate in this dialogue, within a workshop on “Navigating the Future: Implementing the EU AI Act in Law Enforcement and Correctional Systems with Advanced Offender Management Systems”. The session examined the implications of the European Union AI Act—the world’s first comprehensive AI regulation—and how AI-driven offender management systems can align with these new standards. The discussion underscored the need to balance innovation with ethical and regulatory considerations in law enforcement, corrections, and criminal justice.
