IPS’ CEO joins webinar on the future of careers in Brazil’s penitentiary sector 

Organised by the Penal Policy Management Laboratory (LabGEPEN), the second edition of the Webinar Series brought together experts to explore how different countries structure their careers in penal services and how these experiences can drive progress in Brazil.

The evolving landscape of penal policies and correctional careers worldwide offers valuable insights for shaping more effective justice systems. As countries experiment with different models of recruitment, training, and professional development in penal services, lessons can be drawn to inform strategies on strengthening rehabilitation efforts, improving prison management, and ensuring better outcomes for both incarcerated individuals and society.  

How do different countries structure careers in penal services? What lessons can be learned to improve the system in Brazil? These were the central questions guiding the second edition of the Webinar Series, organised by the Penal Policy Management Laboratory (LabGEPEN). The webinar delved into how global perspectives on offender management can contribute to policy advancements and professionalisation in the Brazilian penal system.  

Pedro das Neves, CEO of IPS_Innovative Prison Systems joined the discussion alongside Walkiria Zambrzycki, Project Manager at Instituto Veredas, to examine penal policies and their implications in the contemporary world. The session was moderated by Valdirene Daufemback from LabGEPEN. 

During his presentation, Pedro das Neves explored the evolving role of penal officers in the 21st century, emphasising the need for a more strategic and well-defined professional framework. He discussed the establishment of penal police forces and the balance between security and rehabilitation within correctional institutions.  

A key focus of his presentation was the PO21 Project, a study conducted by IPS between 2020 and 2023 across Europe, that examined the diverse training systems for prison officers in different European countries. By identifying best practices and shared competencies, the project delivered a set of policy recommendations aimed at establishing a common training framework for prison officers, contributing to equipping European countries with the necessary tools and strategies to address the complex demands of modern correctional environments. 

IPS is honored to have played a part in this webinar, a valuable initiative that promoted collaboration, facilitated the exchange of global best practices, and provided insights to strengthen penal policies and professional development in correctional services.
