IPS participates in Prison Reform Dialogue in Peru

Organised by the Ministry of Justice and Human Rights and the National Penitentiary Institute (INPE) of Peru, with support from the Inter-American Development Bank, the high-level event brought together national authorities and international experts to discuss key priorities for prison system reform. Pedro das Neves, CEO of IPS_Innovative Prison Systems, participated in the panel on Digital Transformation, where he shared insights on the critical role of technology in advancing prison management.

Managing digital and institutional changes in Peru’s prison system for social rehabilitation was the central theme of the Regional Dialogue on Prison System Reform in Peru, held in Lima from April 1-4, 2025.  Experts from Spain, Colombia, Chile, Argentina, the United Kingdom, as well as key international organisations shared valuable insights and comparative perspectives on critical areas such as prison staff training and professional development, rehabilitation-focused infrastructure, digital transformation, and evidence-based reintegration strategies.

Discussions explored the need to modernise penitentiary infrastructure to support rehabilitation, addressing the major management challenges within the Peruvian prison system, and redefining the role of correctional staff through updated professional profiles and specialised training. A strong emphasis was placed on evidence-based approaches, including the use of data and performance monitoring to strengthen prison management and inform the design of effective rehabilitation and reintegration programs.

The event also featured high-level meetings with Peruvian authorities, including representatives from the Ministry of Justice, the National Penitentiary Institute (INPE), and the Ministry of Economy and Finance. Participants visited the National Penitentiary Training Centre (CENECP) and the Ancon II prison facility to gain firsthand insight into ongoing efforts and challenges within the national system.

Discussing Digital Transformation

Pedro das Neves, CEO of IPS Innovative Prison Systems, participated in the panel on Digital Transformation, which focused on the critical elements required to modernise and improve the effectiveness of prison management.

Pedro shared experiences and reflected on leveraging technology to modernise prison management systems, improve information flow, and support reintegration efforts, underscoring the importance of aligning technological innovation with institutional reform to build safer and more rehabilitation-focused prison systems.
