Esther Montero Pérez de Tudela has a Law degree from the University of Seville and a Ph.D. in Criminology from the School of Criminal Sciences, University of Lausanne, in Switzerland.

Since 2010, Esther has belonged to the Technical Superior Body of Penitentiary Institutions (Spanish Ministry of the Interior), being Jurist – Criminologist.

She was Deputy Director of Treatment at the Huelva Penitentiary Center from 2012 to 2017 and is currently a Jurist-criminologist at the Alcalá de Guadaira Penitentiary Center. At the same time, she has been a lecturer (teacher and trainer) in several institutions.

Dr Esther has led a Probation EU Twinning project in Croatia and is a short-term expert in several international projects (in Kosovo, Moldova, Jordan, Turkey, Ireland, etc.), all focused on probation prison and penal legal international cooperation.

She is the principal researcher of the PONT project (Probation Observatory: Network and Training) based on applying the EU Framework Decisions related to Probation and partner in other similar projects.
