EMPRO aims to significantly strengthen the understanding and application of FD 2008/947 and 2009/829 within the European Union. Through comprehensive training activities, the project will upscale probation officers’ soft power in the application of these instruments, ensuring a more frequent and swift resort to pre- and post-trial alternatives to detention and further advocate for stronger and more meaningful communication between relevant stakeholders.
Lay the groundwork for assisting probation and other justice professionals in more frequent and efficient use of FD 2008/947 and FD 2009/829 and therein advocate for
probationary solutions and alternatives to custodial measures.
Promote the use of FD 2008/947 and FD 2009/829 by embracing the use of existing and future digital tools in way of contributing to streamlining effective cooperation between
authorities, in full consideration of Directive (EU) 2023/2843 and Regulation (EU) 2023/2844.
Promote knowledge sharing amongst professionals in a (trans)national environment towards better cooperation and mutual trust.
Ensure advocacy for human and fundamental rights enshrined in the EUCFR and ECHR, towards a more humane and efficient rehabilitation process, with a special focus on foreign nationals at the pre-and post-trial phases of the proceedings.
The EMPRO Database, including guidance for national application of promising practices, mechanisms for probation officers, a terminology glossary, and key recommendations for using FD 2008/947 and FD 2009/829.
An e-Learning course that equips practitioners with skills to implement FD 2008/947 and
FD 2009/829 effectively, while addressing key identified questions.
Cross-Border Training Activities with the target groups, building on the e-learning course, using a learning-by-doing approach.
