Establishing centres of vocational excellence that democratise access to learning and upskilling in corrections

PROMOTE aims to set up an integrated continuous professional training mechanism for practitioners delivering activities inside of the criminal correctional justice systems (public and private employees, belonging or not to the justice system). The initiative focuses on enhancing the learner experience, and on updating their competencies to maximise their societal impact through the successful integration of incarcerated persons into society.

The project aims to facilitate the exchange of expertise and experiences among practitioners, encouraging participatory research and community-led solutions. The goal is to empower practitioners to become active participants in their own professional development and problem-solving processes. Through this approach, we aim to bridge the gaps between different employment settings and education levels, ensuring that all practitioners have access to the relevant and practical skills needed to effectively support the reintegration of convicted individuals.

Objectives

Conduct a needs assessment and engage stakeholders to democratise the professionalisation of correctional skills and establish a self-sustaining PROMOTE methodology.

Develop and disseminate an upskilling framework for correctional skills and promote the PROMOTE methodology.

Establish Centres of Vocational Excellence (CoVEs) and enhance vocational training within the correctional system.

Deliver comprehensive educational programmes and recognise learning experiences for professionals and practitioners in correctional skills.

Evaluate, validate, and recognise learning pathways.

Establish effective strategies for the dissemination and exploitation of the PROMOTE strategies.

Expected outcomes

A thorough needs analysis based on DACUM, interviews and surveys, alongside an analysis of best practices and training practices of functional teams working with inmates.

Development of professional profiles according to the ESCO system.

Creation of an ecosystem skills map.

Development of a curriculum, training, and certification programme.
