In response to the growing prevalence of hate crime and hate speech in Portugal, COOPERHATE builds on past initiatives to deliver a stronger and more coordinated approach.
The project seeks to provide an unprecedented framing of hate dynamics at the national level, improve the understanding of the phenomena of hate speech and hate crime by civil society and (non) governmental actors, increase the detection, reporting and evaluation of both phenomena, enhance the capacity of public authorities and civil society to prevent and act on hate-related (and motivated) incidents, and foster public awareness (and victim empowerment) through a multivariate framework.
To achieve this goal, the promote cross-sectoral collaboration, develop detection and assessment tools, project will combine legal, technological, training, and awareness initiatives to provide tailored assistance frameworks, and capacitate professionals.
Improve the enforcement of hate crime and hate speech-related laws
Ensure justice, protection and support for hate crimes and hate speech victims
Increase the capacity of civil society and public authorities to detect and act on hate crime and hate speech
Raise public awareness of hate crime and hate speech.
Enhancement of the Linha Internet Segura for hate-related incidents
Creation of a Red Flag framework for hate crime and hate speech intelligence
Development of an integrated hate speech digital glossary & handbook
Development and piloting of b-learning training programmes and courses for civil society organisations (CSOs), law enforcement agencies (LEAs), and judicial actors
Online positive narrative content and an offline campaign
