In response to the global rise in disinformation, hatred, and the resulting violence targeting soft targets such as schools and places of worship, the SHIELDed project aims to work towards the protection of these symbolic locations, and their communities.
To accomplish this – and building on the EU Action Plan to support the Protection of Public Spaces – SHIELDed will promote cooperation among public authorities, faith-based organisations, educational institutions, and local communities.
It is crucial for these stakeholders to fully understand the potential threats, the associated prevention and mitigation efforts, which will be achieved through pre-emptive training programmes, the development, testing, and sharing of knowledge, tools and materials, and the investment in local networks and remembrance.
Additionally, SHIELDed aims to enhance public awareness, by working with local communities and their youth. This will be achieved through capacity building, cooperation, awareness-raising and preventive and response mechanisms.
SHIELDed’s goal of protecting symbolic places for personal, cultural and religious development plays a crucial role in crime prevention and mitigation of radicalisation and extremism, through primary and secondary preventive mechanisms. Its focus on enhancing literacy, tolerance, and resilience will be crucial for tertiary prevention, particularly in aiding the (re)integration of persons with criminal convictions.
Enhance the security of places of religious development and freedom by fostering safe and tolerant local communities.
Capacitate soft targets and communities to prevent, respond, and mitigate religious and cultural hatred and violence.
Establish a security culture for soft targets and local (religious) communities based on cross-sectoral cooperation, resilience, and literacy enhancement.
Two free online training courses: one for professionals in religion, education, and security, and one for youth aged 14–25, both available in multiple EU languages.
A local liaison programme with clear guidelines and designated contact persons to strengthen communication between communities and authorities.
Three practical action kits for schools, religious groups, and local police, containing ready-to-use tools like posters, checklists, and social media content.
Remembrance activities such as “living libraries” and workshops that bring people together to share experiences, challenge prejudice, and build understanding.
A full set of open-access materials — including handbooks, factsheets, and presentations — to support local awareness, inclusion, and basic safety know-how.
A multilingual SHIELDing app that helps assess security risks in places such as religious sites or schools and connects users with local support.
A Europe-wide awareness campaign using posters, infographics, reels, and a video series to promote tolerance, safety, and cooperation.
Four policy briefs summarising key lessons and recommendations to help public authorities improve policies for protecting vulnerable public spaces.
